Is it possible to connect two phases to one consumer?

One consumer, but it is desirable to have two phases. There is one single-phase counter, is it possible to put the second on a different phase? How to be with "0"?

Such questions should always be addressed by your supplying organization. Only there can they tell you exactly what connection options are available in your case. But in any case, only two options are available to one consumer: connecting the house to one phase - a single-phase meter or three-phase input to the house - a three-phase meter. There are no other options.
And for what purpose do you need two phases? Usually, if you need to power three-phase consumers, they connect the house to a three-phase input. If there is no such need, one phase is connected. In this case, only everything depends on the power limit that is defined on you. If there is not enough power to operate all electrical appliances - you need to increase this limit - on this account you also need to contact representatives of electronic networks and clarify if there is such an opportunity. But the second single-phase meter will definitely not be delivered to you.

Hello! The other day, electricians connected the garage to city networks under an agreement (as expected) for 220 v. Access to the garage was not required because work was carried out on a post. He came to check by turning on the drill in the socket. The drill burned out. Checked tester 380 in. Did a single-phase meter burn out after two phases? Is it possible to demand reimbursement from the drill and counter
