If three-phase with a rated current of 16A, then it is quite possible to connect such a plate. But you need to make sure that the cable cross-section corresponds to the current consumption. Three-phase sockets are available at 25A.

If the outlet is ordinary single-phase, then most likely it is 16 Amps, if so, then it cannot be connected to 5 kW at full power. And single-phase “powerful” sockets for electric stoves (a plug with three flat and thick pins, are found at 32A, this is about 7 kW of power - you cannot turn on a more powerful stove.
