Why is the voltage at the outlet 160 volts?

Good afternoon. Redid the outlet from 380 to 220V. During the year, the outlet functioned well, the other day it stopped working. More precisely, electrical appliances do not work in this outlet, because instead of 220-230 V, it gives out 160V, and this is not enough for the operation of electrical appliances. The question is where did the remaining 60V go?

Measure under load, I suppose? The remaining voltage at the contacts remains, clean and pull all the connections. It is also possible that the cable core is damaged.
