Why is there a voltage of 230 V between ground and ground?

Hello! I live in a multi-storey building, the switchgear is located in the entrance, comes to the apartment supplying a cable for an electric stove. At first everything was fine, then in the shield it began to knock the machine on the stove. When I replaced the voltage in the outlet (mother) was surprised. Phase / Ground - 0v, Phase / Zero-230v, Zero / Ground-230v. What could be the reason?

Hello! Are you sure that you have not mixed up phase and zero? Or her "good neighbors" were not mixed up when they did something in the shield?
