Is the handle of the high voltage disconnector energized?

Hello. I want to ask a question. Is the handle of the high-voltage disconnector energized both under normal conditions and in conditions of high humidity, rain, snow? I noticed that the posts with disconnectors are not fenced.

The handle of a working high-voltage disconnector is not energized, regardless of weather conditions, the presence of rain, snow or icing. The exception is cases when the disconnector is in a malfunctioning state - when one of the insulators is destroyed, there is a breakdown of the insulator or other damage in which the high-voltage wire touches the frame of the disconnector. In this case, you cannot approach the disconnector, so as not to get an electric shock. It should also be remembered that in case of damage on the line or on the disconnector, it is impossible to get closer to the place of damage closer than 8 meters, since you can be affected by the step voltage.
