Why does the voltage drop on one of the phases when the heater is turned on?

I have 380 volts in my garage. In winter, I sometimes turn on the oil heater for one
phase and everything was fine. And this year he turned on the heater and the voltage in this phase dropped from 230 to 190 volts. And in the other two phases it increased to 270 volts. What is the reason?

    Hello! Zero burned out - this is a phase imbalance. Contact your garage company electrician. Or yourself, check the connection of the conductors in the shield.
