Apparently you already found a free connection, since the developer is worried about the wiring installed in your apartment. Call a private electrician, he will make an audit of the wiring and will tell you for sure whether the connection is free or not. You can also try to disconnect all electricity consumers from outlets and see how the meter works. If it winds 3,000 kW per month, the readings should change quickly enough. This is where it will be clear if all of your consumers are disconnected, and the meter winds like mad, that means someone has connected to you.
