Perhaps when installing wiring somewhere violated the integrity of the insulation. The foil can be grounded, you will not close it with anything (lining, for example)? Put an RCD and make grounding. Stand and transformer at 12-36 Volts. In general, in the bathhouse, if you do it “wisely”, then there should be low-voltage lighting. “What?” suitable for power. Buy a YaTP 220-12 box with the right power and that's it.

You will not find a leak with a multimeter. You can only “ring” the wire or measure the resistance to metal parts, for example with the same foil. But to localize the place of damage to the insulation will not work. Leakage is better determined by a megohmmeter. Although if the wiring is external, then you can find a leak if you ring the cable on the foil and move the cable itself when the leak disappears - remember which part of the cable was “pushed” from the ceiling.

Especially in a dry bath, you say, everything is fine. Perhaps the problem manifests itself not only at high humidity, but also at elevated temperature. What cable was laid? If VVG - then it is not intended for a bath.
