Is a bare ground wire dangerous?

Electrician made grounding. A protruding wire protects (in the photo). So it should be? Isn't it dangerous if water gets on it?
The answer to the question:
This is not grounding in the photo. What is it? What's on the other end of the wire? If this wire is connected to the grounding bus in the electrical panel, then this is more likely equalization of potentials. And if you have all the electrical equipment grounded to this water supply, then you urgently need to disconnect it and remove it.

If the first option is still there, then there is no problem, because the conductor is essentially pressed against the metal pipe, the pipe, in turn, is bare - so what difference does it make if the exposed wire sticks out or not. It is safe.
