Why does the pump motor not start and buzz after repair?

Nikolai asks:
Water pump, TAIFU, 1.5 kW. After repair (oil seal replacement), it stopped starting, it just buzzes. Repair was hard - the snail did not want to be removed, hitting the snail with a sledgehammer through the board. Tester dialing showed R = 0 between all winding terminals and the housing.
The answer to the question:

This is not a submersible pump, but normal for a pumping station? Well, with the case, the windings should not be in contact - i.e. resistance should be equal to infinity. Such things can be measured conditionally with a multimeter. Is there a phase on the case?

It is necessary to disassemble, inspect the windings, although if there were a break, then the resistance R = 0 would not be.

Have you changed anything in the electrical part? For example, maybe you forgot to connect capacitors? Check first the wiring diagram. By the way, the capacitor could have been damaged during impacts, although this is unlikely, but nevertheless, it is worth checking it.
