Why is there a voltage of 230V between zero and ground?

Why is the 230V voltage on the same outlet in the apartment on the wires zero (blue) and ground (w / s), and there is nothing on the phase wire (brown). When connecting even a weak load to these two wires, it is in this outlet that the machine knocks out. In other outlets and in general in the electrics, everything is fine. What is it? How to fix?
