Is it possible to install an electric meter above the door?

Anton asks:
Good afternoon! I live in a new building. When I was doing the repair, a friend brought me a power meter and installed it over the front door. The seal remained in place. No services were called, we did everything ourselves. The other day there should be a first check of the UK meters. Could there be problems with the management company, or with whom else?

And if so, which ones))) how to fix the situation? The fact that it hangs exactly higher than 1.7m from the floor is understandable. There is an argument to this that for individuals this is only a recommendation, etc.

The answer to the question:
If the normative documents say "recommended", then you can not comply, it says here MUST.

GOST R 51732-2001 Input-distribution devices for residential and public buildings. General specifications

"6.2.26 The controls of apparatuses in single and multi-panel ASUs shall be located on heights from 600 to 1800 mm from the lower base; "counter scales - at a height of 1000-1800 mm."

In its updated version, which is called GOST 32396-2013, section 6 "General requirements", subsection 6.2. “Design”, paragraph 6.2.26 says:

“The controls of apparatuses in single and multi-panel ASUs should be located on heights from 600 to 1800 mm from the lower base; counter clamp boxes at a height of 800-1700 mm "

Moreover, according to PUE paragraph 1.5.29:

“Counters should be installed in cabinets, chambers of complete switchgears (switchgear, switchgear), on panels, panels, in niches, on walls with a rigid structure.

Mounting of counters on wooden, plastic or metal shields is allowed.

The height from the floor to the meter terminal box should be within 0.8-1.7 m. A height of less than 0.8 m, but not less than 0.4 m, is allowed.»

Do you see a mark here for individuals or legal entities? Clarify this question in the Criminal Code, because judging by discussions on the Internet, people hang at a 3-meter height ...
