In rural areas, the TN-C-S system lines are predominantly. If the line is in normal technical condition, the required number of repeated grounding is provided on the line, you have repeated grounding at the input, then in this case you can use the grounding of this line - that is, separate the combined PEN conductor into neutral and protective. If the line is in unsatisfactory technical condition, then grounding of this line is not recommended - it is dangerous. In this case, the TT grounding system is practiced - an individual grounding loop is mounted, the grounding of the house is connected to it, and the combined supply line conductor is used simply as zero and is not connected to the individual grounding. You need to check with your supply organization whether your line meets the requirements for TN-C-S grounding system lines.
