How to get residents to replace old electricity meters?

Installed ONE. Monthly send readings on individual meters in TNS Energo. Two residents did not exchange the counters for new ones (they have them in 1990). Calling RES wrote instructions, after which the counters have not changed for almost a year. Answer RES: "we do not have the right to force them to replace the device." What do i do? Residents themselves are happy to pay 20 kW for these “dead” meters. Who should once not RES oblige them to replace the instruments? Thank.

    Only RES. Only they can require replacement and they should be interested in this, since such metering devices have a large error compared to modern metering devices. Old metering devices should be checked within the prescribed time period, that is, the RES (energy sales department) should not allow the consumer to have a “dead” metering device installed. In this case, it all depends on the requirements of RES. Almost everywhere, the old induction meters are replaced, as this was a requirement of the energy supplying organization. Either your RES didn’t pay enough attention to this issue, or they just don’t do their job - they do not require replacing the meter when it is in poor condition.

      Of course, it is the network company that is interested in installing the proper metering devices. The sales staff, as a party to the energy supply agreement, notifies the consumer of the need for replacement, issues an order, etc., but the fact is that there is no enforcement mechanism. And, theoretically, it is possible that the consumer will pay according to the standard for as long as it is beneficial to him.
