Hello! SKEN - mica ceramic electric heater. Do they look like modern convectors? In the form of flat panels? You came to a logical conclusion, however, all such heaters that I managed to find on the Internet were 220V. And if they were connected in series, to ensure a normal voltage on each, then they would work normally, but if you connected it during the test to a 220V network, they would burn out and you would understand it yourself. It’s not entirely clear where are you connected? Just a power outlet? How did the tester check its performance? What conclusions measured voltage if you connected it?

In general, tell us about connecting the device in more detail, since it is not clear what, where, how, and in what sequence.

p.s. I believe that the previous owner simply made a mistake in disconnecting the boxes. In any case, I look forward to more detailed answers to the questions posed above.
