What to do if grounding is shocking?

Hello. Replaced the house completely all the wiring, the old two-room Khrushchev. At the input, a difavtomat, distributes the phase into three RCDs on the first two machines, on the second two machines, on the third one machine. On the difavtomat itself, three more machines. For each RCD, input N is the output from N of the input differential machine, each RCD to output N has its own bus. The central grounding bus has connected the ground to all outlets. The problem is the following, when I turn on any electrical appliance with grounding in any outlet, then voltage appears throughout the apartment in the grounding wire, while the earth is beating current. I didn’t measure it, but the voltage between the ground and zero by the sensation and brightness of the indicator screwdriver is about 60 V, I will not say for sure. I noticed that when you turn on the same laptop, if you insert a USB flash drive into it in a metal case, it’s shocking from the USB flash drive, it can be “plucked” into any outlet. I would like to ask if it can be concluded that there is no land as such? Electricians from the management company claim that the earth is and the circuit is in order. Thanks in advance for your reply.

Hello! There should be no tension between zero and the ground, all the more so of such a value that it tangibly pinches. With the TN-C-S grounding system, the neutral and protective conductors are combined throughout the length of the PEN conductor, in the house this conductor is divided into neutral and protective - that is, in fact, these conductors are electrically connected to each other. In your case, if there is such a potential, most likely there is no grounding as such. Probably somewhere unreliable contact of zero and the earth partially performs its function. The operation of such grounding is dangerous and it is possible that the potential on the grounding conductor may increase, which will entail electric shock during the operation of grounded electrical appliances. Unless electricians bring the mains into normal technical condition, it is life-threatening to operate the grounding of the electrical wiring.

Where does grounding come from in Khrushchev? If the "earth" is screwed to the shield on the landing, that is. to N, then the problem may be as follows ... As a result of oxidation, burning. loosening the nuts on the screw, in the "nut", in the cabinet, in the riser, the resistance increases by N. Therefore, the phase flows down the earth, including through a person. A safe option: to ground with a separate wire to the ground loop of the building.

The wire is grounded to a private house for half a meter, during the repair of the outlet, it shocks with current !!!, from the "ground" !!! (with the machine turned off). There are no gaps, incorrect connection is excluded. The total power consumption is about 12 kW. Need advice !!!
