What does it mean to split the wire, but at the same time someone has separate automatic shutdowns? On sockets automatic no more than 16A. On a flowing water heater "5000 kW", and correctly it will be 5000 watts (5 thousand kilowatts - this is already some kind of power plant), install a separate machine. And the cable on it is better than 4-6 mm², since 2.5 is not enough.
If I misunderstood and you want to connect the water heater through two plugs to two sockets - they don’t do that, such devices are usually connected directly to the cable.
