Problems connecting a three-phase meter (control flashes)

Hello. Connected in a rented room. They extended a three-phase cable from the automatic machines of the shield, then the counter and the automatic machine in our room. The counter according to the scheme is connected correctly (checked 100 times!) When turned on, the control flashes like a stroboscope. What could be? Where to look? Thank.
