Problems with lighting after repairs from neighbors on top

Robert asks:
Hello! The problem is this. The neighbors on top of my toilet (shared with the bathroom) laid tiles, made repairs, hollowed the floor in general. After his manipulations, the toilet lights became lame, while everything was still in the bathroom. The feeling that they somehow shortened my power cable going to the toilet. I rent an apartment, there is no way to check the nest. There are options, how can I check the cause of low voltage? Light bulbs barely burn, or even go out altogether.
The answer to the question:
Hello! It will not work out somehow, either there is a short circuit or there is no short circuit. But you think, most likely, true! Perhaps the cable is partially damaged, so to speak interrupted. For verification, you can measure the voltage on the cartridge under load.
But perhaps the situation is not as scary as you think. What bulbs are you screwed into? Is it a chandelier or spotlights, or something else? You can check the status of the contacts in the electrical box, if they are bad - strip and reconnect.
