Connection of the hob to a wire with a cross-section of 3x4 mm2

Can I connect a 7.8 kW hob with a 3x4 mm2 wire to a single-phase 220V network? The same wire with a cross section of 4 mm2 sticks out of the wall.

    To protect the wire 4 sq. mm, it is recommended to set the machine with a rating of no higher than 25 A. The power of 7.8 kW is a current of 35.5 A - that is, this hob should not be connected to a wire of this section.

      Tell me, if the wire is 6 square meters. mm with a 25A machine? Can I connect a ~ 7kW panel?
