Connecting the sauna heater to a wire with a cross section of 1.5 mm2

Hello. I plan to install an electric heater on 4 kW. Wire thickness 1.5 mm. Will the wiring stand? Can connect through a 10 A machine?

A copper wire with a cross section of 1.5 mm.sq. can withstand a power of 4.1 kW. This is if you believe that the cross section is really 1.5 squares. Often they are productively hacky - they make a cross section of 1.2-1.3 mm.sq., and such a wire will no longer withstand 4 kW of load. Plus there should always be a margin, and in your case, end-to-end section, this is dangerous. To connect the sauna heater to the network, you need to use a minimum of 2.5 square wire.
As for the machine for 10 Amps, complete nonsense. Such a machine can withstand a load of up to 2.2 kW. At a higher load (in your case 4 kW), it will work.
