Why is one phase out of three knocked out?

Marina asks:
The chairman of the STT (about 70 cottage areas in STT) has a three-phase electric meter. According to him, one phase (to which our section is also connected) all the time overheats and turns off. Our neighbors have electricity and we don’t have any super-powerful equipment connected. What could be the problem?
The answer to the question:
And what only are you in this phase? Maybe someone from the neighbors connected to it has something powerful connected. Well, or somewhere, the insulation on the overhead wires is damaged and cuts to the ground. It is not entirely clear whether it is constantly knocking out or is there some kind of addiction.
