Why is all the equipment and furniture in the office shocking?

Olga asks:
Hello! In the study, he is shocked by everything: a chair, a wall, a microwave, flowers ... During the day, he got up from a chair - went to a wall, touched - sparks, touched a microwave - sparks, returned to a chair, touched - sparks ...
How many times you get up from the workplace - so many times it will hit you later ... And it’s so tangible. It immediately beats one after another (for example, a microwave, a flower, a chair) ... The landlord explains that this is static (it beats everyone, it's okay). An electrician came, checked with his special screwdriver (sorry, I do not know the name is correct), it lights up. They turned off the electricity at night in the office (they cut it off in the dashboard), it also beats electricity in the morning ... They have been thinking for a month what it might be, they can’t come up with anything (at the same time they say to us “you’re more careful there ... and how ?!) it’s scary to be in the office already. Tell me, what could it be?

An office in an 8-story building on the 3rd floor, 34 sq.m., two large windows, two cast-iron batteries. From technology - 3 computers, a microwave, a cooler. There are always 3 people in the office.

The answer to the question:
Hello! Straight all-all hits, or just some? If the second - change clothes to another of other materials. It beats like - 1 time, but when you touch it again it doesn’t beat or does it beat again?

We can’t answer exactly, because we don’t know how the electrician determined that there is voltage everywhere ... Maybe he has a screwdriver that glows from everything.

In general, I believe that this is still static. Even with electrical wiring problems, why should flowers and chairs be shocked? Why did you turn off the electricity at night if you are in the office during the day? With the machines turned off, does the guard continue to beat? If it continues, the problem is definitely not in the wiring. Are there any possible sources of a strong electric field such as high-voltage power lines, any laboratories and workshops related to electricity in neighboring rooms and floors?

Is there grounding? To remove statics, in fact, everything must be grounded, equalization of potentials must be performed.

    1) Is there grounding in sockets (3 wire power supply)? Indirectly - what year the building was built - after 2004, usually 3 wires.
    2) Ground the equipment and machinery with separate cores on the floor electrical panel (it must be grounded) - depending on the distance and quantity (microwave, computers ... metal cooler ???)
    3) Install the RCD ideally at 10 mA .... 30 mA permissible - if it knocks out - look for leaks - the insulation may have crumbled in the walls and the wiring is in contact with concrete.
