Why is there a slight voltage on the part of the sockets?

One night, the screech of a surge protector woke me. I never observed such behavior and after that I turned off some of the electrical appliances. In general, these are network filters and a router connected to them. There was no particular load on the sockets, it was night, no more devices worked. In the morning, most of the outlets did not work. I did not understand what was the reason and went to see what's in the shield - I tried to switch the fuses. As a result, nothing has changed. There was no time to seriously deal with this, and after one day I got the idea to check the outlet, connected a garland to it and, to my surprise, it worked, but the lamps burned very dimly. Based on this, I thought that there was insufficient voltage in the sockets. What do you think might be the problem?

    If the voltage drop in the outlet and some of the outlets do not work, then the wiring is definitely damaged somewhere. One of the reasons is the violation of the contact connections of the conductors in one of the junction boxes or in the distribution panel. If the connections are in order, then one of the wiring lines may be damaged - it is not known what cable is laid, it is possible that the core was broken somewhere or there was a twist under the plaster layer. In any case, this is an abnormal phenomenon - you need to check all wiring, all connections, each line.

    I have voltage in the sockets, but it is not enough. The washing machine turns on, but does not twist. The socket is in order, everything is fine in the shield. I don’t understand how wires under the tile can be damaged? After all, before everything worked well.
