Why is the washing machine noisy when drawing water?

During the set of water at the moment of filling the drum, the machine makes a lot of noise (something like a growl), what could be the reason?

    Hello! The reason may be a pump failure or a dirty filter.

      Everything works, there is a drain, clean, but just noise! And there is one caveat - the refrigerator shows high voltage constantly! I turn on the air conditioning, microwave, the refrigerator is working fine!
