Why doesn't the voltage stabilizer give out 220 volts?

The WUSLEY svc-2000 stabilizer does not produce a more stable 220 volt. 110 Volt gives out, but 220 does not give out. I connect this with the fact that a consumer of 2 kW (pump) was inserted into it for some time out of ignorance, despite the fact that the stabilizer is designed for a working power of 1.6 kW. It turns on, works, gives 110V, but 220 does not. Is that the reason?
