Why does an RCD work in a new building?

Valery asks:
RCD is constantly triggered, then in the apartment, then in the entrance. In the apartment UZO 20A / 30mA, in the entrance 63A / 30mA.

New building. During the repair, one of the outlets damaged the wire - zero, the color in the cable is blue and it is extreme. I found out about this after the repair, when I installed the sockets. I called the tester, the earth and phase are intact. The socket does not work.

Lived, it was all right. Then, when connecting the sconce, an inexplicable thing happened to me. He turned off the switch, checked the phase is off. I bit off the extra wire, there is no circuit, but the light went out. Knocked out an RCD at the entrance. I connected the sconce, everything works, but every day it knocks out an RCD, then in the apartment, then in the entrance. RCD of the Schneider company. What happened

The answer to the question:
What extra wire did you bite off? You have killed zero, you use the earth instead of zero? And the RCD to which wires is connected? Have you disabled zero? If the broken portion of the wire is still connected to the RCD - it can work if zero gives a leak to the ground through the walls. Does the RCD work just like that or when you turn on this sconce?
