Why is the noise of the external wiring on the facade of an apartment building?

Hello. In the course of major repairs under our windows, a new electrical wiring was laid in our apartment building: part of the wires in a metal box, part without a box. As a result, when the entrance lamps are turned on and for the entire period of their operation, there is a high-frequency buzz in the apartment: walls, furniture, the whole apartment resonate. The sound is so disgusting that just being in the room is impossible, not like spending the night. What could be causing this? The hum is especially strong at lower temperatures and high humidity. From the side of the street you can hear how the sound comes from the facade of the house (from the wiring, not from the lamps). Electricians said that the new LED lamps. Even if the lamps themselves rang, we would not have heard them - they are far from us. It rings exactly the wiring mounted on the wall.

It is necessary to ensure that the electricians arrive, fix the noise (it will not be difficult to do if it is constant and not periodic) and find the reason, eliminating it.

      Thank. Yes, most likely the new wiring has defects. As it turned out, this problem is not uncommon. After six months of ordeals and correspondence with the managing organization and control bodies, nothing was achieved, even Rospotreb refused the survey. The Capital Repair Fund is not going to redo its hack-work - the case is moving to court.
