Why did the three-phase voltage disappear, but does each phase with zero ring?

At the enterprise, the ship wiring diagram (0 and the ground are the same). With a short-term shutdown (5-7 seconds), the 3-phase disappeared, although each phase-zero rings, and between the phases the tester is 0. Where I managed to check, the fuses are intact. Help advice. Thank!

    If each phase-zero shows the voltage, and between the phases does not show the voltage, then it is likely that these are not three phases, but one of the phases on three conductors. The cause of this could be damage to the supply line. If the three-phase voltage is correctly checked and there is really no, then it means you need to disconnect the supply line from both sides, ground and search for the damaged area.
