Ground the computer, after that, most likely, the problem will go away. But in general, how do you have the rating of protective devices in the floor board lower than in the apartment? Why do you need a 20A outlet on the balcony? Did you buy all the denominations “the more, the better”? And you write the denomination (leakage current) of the RCD in the drive electrical switchboard, but do not write what is in the apartment behind the RCD, its power current does not mean anything. Put selective RCD (marked with the letter S) Type A (into alternating and pulsating leakage currents) into the staircase.
