I believe that the situation arose due to a low-quality TV tuner through which you accept the figure. Most likely, when the refrigerator is turned on, the voltage sags (this is normal and it always happened that the light blinks when starting up), at this moment the power source in the tuner does not have enough voltage and it turns off for this period, when the voltage is restored, it turns back on.

I could be wrong, but this is a logical assumption, as I came across a similar situation when the TV tuner hung up for no apparent reason, until it was unplugged / unplugged from the outlet.

Decisions 2:

  1. Look for a tuner that will not “hurt” such a problem.
  2. Connect the tuner via an uninterruptible power supply unit or a voltage stabilizer (a relay stabilizer may not give a result).

You can also call an electrician to check the quality of the connections in the junction boxes, perhaps somewhere there is slack and a drawdown occurs from the starting currents of the refrigerator. Unfortunately, such a trifle in most cases is not eliminated by "small" losses.
