Why when disconnecting one wire at the input voltage does not disappear?

I mean the floor of the house? And the second half? What "one" wire did you push away? Is there grounding? Energized is how? Is there a phase and zero or only phase? Is it connected to input zero? If the zero was thrown back, then most likely through the ground ...
