Why is the dishwasher not washing dishes from above?

Good afternoon! PMM Hanza. Six months ago, there was a problem - in the lower basket the dishes were washed perfectly, in the middle - with errors, in the upper (intended for spoons and forks) - did not wash at all. They tried to clean the machine with special tools - it did not help, over time the machine stopped washing dishes at all - water starts up at startup, after a preliminary wash, the compartment with detergent opens, then rinsing, drying, i.e. the given program is executed, but the result is zero. Called the master. He took away and said that the hoses were overgrown with fat. Cleaned. The machine began to wash not as perfect as at the very beginning of operation, but soap. Although the upper basket has remained the "weak link". Now the problem is back again. It feels like water does not get into the top of the machine. And the dishes are washing worse and worse again. Filters and blades are clean. I use only tablets Finish and Fairy. I would be grateful for the advice.
