Why does the voltage drop on the stabilizer when the load is connected?

Connected inventory voltage stabilizer calm 10 kVA. When a load is connected in the form, for example, of an iron, with an input voltage up to a 180V stabilizer, the voltage drops sharply to 90V and the stabilizer goes into low-voltage protection. The input network has two lines with the ability to switch with a switch: one 3-phase (phase selection via automatic machines), the second single-phase. Perhaps the district electrician connected zero to ground, there is no way to check. What could be the reason?

    Perhaps you need to try, on which of the phases or lines will your stabilizer work? Perhaps the network is so squandered that the stabilizer just finishes it? With increasing voltage, it actually draws more current from the network. It is not entirely clear about connecting zero to ground.
