    It is likely that the cause of the blinking may be a switch with indicator key illumination (if the light is off). You have to either turn off the indicators, or solder (screw) a resistor or non-polar capacitor. I encountered this with the Legrand Etika series circuit breakers. What is most interesting is that later batches of the same model, the manufacturer himself began to add resistors to the circuit of indicators.
