Why can not I hang a plastic billboard on a post?

Good afternoon, could you please explain why metal shields are hung on poles, isn’t SHCHU 3/1-E UHL1 IP54 an worthy alternative? If I put it and don’t do grounding at the post, will anyone be at a loss? Or maybe it’s not safe with t.z. electrical safety?

What types of switchboards are allowed to be used in a particular organization - these are installed.     Incredible, but true: it seems that long rains have come to be regarded as "jets under slight pressure" and ip55 is necessary. Nonsense, of course. A normal Belarusian shield, but it is better to coordinate with the regulatory authorities. Most tin crafts clearly do not reach their applications by ip, especially after a couple of years.
