Why does the pump station not work, while all the wires are live?

Hello! The pumping station stopped working. He opened the switchgear cover at the station and found that both wires are energized and phase and zero. And generally 3 wires go into the winding and they are all energized. Capacitor checked - working. Is it correct? Single-phase asynchronous motor.

Hello! From your question, another question arises: how did you check the voltage? How did you check the capacitor? Single-phase is a motor with a starting winding, or it is generally a two-phase (capacitor) asynchronous motor, or even a three-phase one - it does not matter - three wires go to the motor - phase, zero and the shifted phase from the capacitor. Would you better describe what signs of life a pumping station gives? Are the windings ringing each other? Typically, the voltage on the neutral wire may indicate a zero break, but in practice, an indicator sometimes indicates the phase even with a working circuit, if the load is connected to the wires.
