Why does the voltage in the outlet change?

A copper wire comes from the meter, then twisted into aluminum, and the voltage from 0 to 260 Volts is unstable in the outlet. What could be the reason?

    Hello! Well, firstly, twisting of aluminum wire with copper is prohibited, redo the connection using at least a special terminal block. Secondly, the reason may be in poor contact on the way to the meter to the outlet, well, or problems on the side of the power supply company (transformer overload, phase imbalance, poor condition of the networks, etc.).
