    With the permission of Alexei, I will try to offer my answer to the question of Mikhail. Perhaps the whole thing is in the so-called stroboscopic effect. The fact is that some low-cost LED lamps flash at twice the network frequency (100 Hz). This is due to the manufacturer’s saving on the quality of the lamp power supply. The eye does not notice flicker with such a frequency. But if you look at such a lamp through a smartphone in camera mode, then flicker will be visible. This flicker, apparently, is observed by Mikhail on the monitors of the video surveillance system. You can advise Michael to replace flickering with better flicker-free lamps, which can be selected when buying using a smartphone as described above.
