    Hello! The RCD will not work if the outlet turns black. It is triggered by a current leak. Now the question is: RCD with which tripping current do you have installed? Is there grounding? If it is shocking when the RCD is off, then there are two options: either it does not break the phase, or it does not shock from your wiring. Is the heating circuit closed only inside your apartment?
