Where does the voltage between zero and ground come from 140 Volts and what to do in this case?

Dmitry asks:
Hello. Please help, there are simply no ideas. I live in a village. Two aluminum wires go from the pole. Pillar tree. They come to the counter, from the counter to the opening machine. There is my ground loop (pin 2.5 m). So between the phase and earth 230 volts, so also between zero and earth 140 volts. From where and where to call. On the introductory machine, the indicator lights up both at the phase and at zero.
The answer to the question:
Hello. Most likely, zero is grounded on the overhead line or on the TP. Try to call the network company. Usually there is a difference literally a couple of volts.
Do you have a TT grounding system?
