Phase voltage deviation during zero burning

Lighting problems started. I measure the voltage at the input of all three phases. On the first 20 Volts, on the other two 380. Found that at the input from the TP zero disappears. Question: Why was there 20 or a little more volts in the first phase? Thanks for the answer. On TP, the problem was fixed. But the truth is on those lines where 380 appeared.
