Is it necessary to install an electric meter for the entire section if we live in only two rooms of the hostel?

Hello, the essence of the problem is that our family lives in 1 room in a sectional dormitory with an electric meter, for which we pay. Recently purchased another room in the same section without a counter, for which we pay at a rate. We installed the meter as it was written in the order from the management company, with the connection of one of the common areas. An electrician came from the management company - approved. An electrician came from an energy company - he turned it around, said that it was necessary to install a meter for the entire section and that he would be onulized in the first room as well. He said that there was some kind of order. We do not use the section because 1 room has a bathroom. There is 3 more room in which the neighbor lives without a counter and uses the section. Help me figure out how to be in this situation? Set the counter per section? Or are there other options?

    Hello! In this case, it all depends on how electricity is recorded for the hostel as a whole. If there are any general metering devices for which consumption is taken into account for the sections as a whole, then there is no need to put metering devices in sections. In this case, the residents of the sections pay the hostel a certain amount for the consumed electricity in common areas and for their room on the meter, and the hostel management organization itself pays for the total consumption for the hostel as a whole. In this case, all issues with the energy supplying company are decided by the hostel management company.
    If tenants conclude a contract directly with the energy supplying organization and directly pay for the consumed electricity, then a meter should be installed on the section as a whole so that electricity is recorded not only in rooms, but also in common areas. The energy supplying company pays for the electricity consumption of the section as a whole. And the residents already share this amount: the meter is placed on each room, each tenant pays for its electricity meter, and the difference in the readings with the general meter (the value of electricity consumed in common areas) is shared by everyone. If you do not use the section, it turns out that your neighbor must pay for the section as a whole minus the readings of the counters of your rooms.
