Do I need a shield for the electric meter?

Is it necessary to install an electric meter and other devices in an apartment in a box (shield), or is it possible to install them open (as in Soviet times)?

    The law does not prohibit the installation of an electric meter outside the switchboard. But the shields were invented in order to facilitate the installation and assembly of all modular equipment. Therefore, it is better not to refuse them.
