The need to replace wiring in the apartment

Hello, I recently bought an apartment. Resale, home 40 years. Electric meters are new, in contracts for electricity it is indicated that the wiring is copper. In the house I unscrewed the socket and saw copper. He called an electrician to evaluate the electrical installation, he opened the shield and, as it seemed to me, determined that I had an input cable and aluminum and immediately calculated the price of the replacement. As he determined without removing the insulation on the eye - a very big question. Also, wiring was changed around the apartment about 10 years ago, he said that it was old and everything had to be done from scratch. I don’t know who to ask, I am looking for an independent opinion financially, I really look forward to your reply, thank you.

Hello! Does the cable run from the access panel to the house? Perhaps he determined by the type of cable, for example, SIP - it is easy to determine, but it is unlikely to be used from the access panel to the house. As for the fact that "she is old," was he talking about all the wiring or just input?
In general, 10 years is already a lot for wiring, but not too much. Nevertheless, if nothing bothers you, isolation is apparently normal - do not bother with this issue for at least 5-10 years. Although, if it is not difficult, the input aluminum cable (if I understand you correctly) can be replaced or at least make sure that it has a section that is normal for your load. Also note that it is possible that the entire riser is aluminum at the entrance, so you should not blindly believe the provocations of hired workers.
