Faulty charging and starting device for cars

Good evening. I put the tongs on the terminals and turn on the charging-starting device to charge the car battery. And does not show the current scale on the ammeter. Just standing at zero. The light bulb on the switch is on. Checked on two charged batteries! What could be? Thank.

    Hello! Checked on two CHARGED batteries? Try checking the voltage at the charger terminals that are not connected to anything. You can also connect a load, such as a 12 V pilot light (or 24 if you charge 24 V batteries).

    The fact that the “NETWORK” indicator is on - only says that a high voltage is coming to the circuit, and it apparently does not say anything about the output. Charging pulse or on a network transformer?

    If there may be a problem on the transformer in the output control circuit, it can be either a thyristor controller in the primary circuit or a step switch of the primary winding taps. If pulsed, the power switch may have failed, the diode in the secondary circuit is open, etc.
