Why is there no electricity in the house, but is there voltage on the sockets?

Good afternoon, tell me please. We bought a house, electricity does not work in it. The former owner said that they changed the wires from the counter on a pole to the house. In the house in the guard there is an old Soviet switch, a counter and traffic jams. When I turn on the meter it does not show signs of life, but voltage appears on outlets, but the devices do not work. What could it be? Maybe the wires on the leash were incorrectly connected to the house (the electrician did not check after the connection), or maybe something is wrong with the plugs?

    Hello! Most likely you do not have a zero, so there is actually voltage in the outlets (since the phase is present), and the electrical appliances do not work.
