Voltage on armor and ground wire in 5-wire cable

Hello, I connected the armored cable VVGNG (N, PE), there is no grounding so yellow-green and armor are not connected (they hang in the air). With a call, it turned out that on the armor there are 40-50 Volts, and on PE about 70 Volts. Is this normal (this is a tip) and everything will be fine after connecting the ground or do I need to change the cable?

The VVGng cable is a bare cable (letter G in the marking), that is, this cable does not have protective armor. You probably mean a metal strip under the top of the cable sheath. If this metal sheath and PE conductor are not connected, then this can be a tip. But in order to make sure that this is really the tip and the insulation of the cable is in good condition - you need to ring the cable - the wires between each other and relative to the sheath. Insulation resistance must be at least 0.5 megohms.
