You understand correctly - they connected the second phase instead of zero. Only 220 is phase. Linear is 380 (400) volts. In general, an electronic meter can survive, it needs to be checked. The electromechanical should burn out immediately.
As I understand it, the electricians plugged in and left, and later you saw that there was 400 volts in the socket, hence the question: is it showing something now, is it lit?
In general, in this case, you should not buy a new one, let the energy company compensate for the damage. This was the fault of the staff. But such a question will most likely have to be resolved through a court.
