Is it possible to twist the readings from the counter?

The counter burned out, I had to change it to a new one. Soon they should come to seal it, as I understand it, that the old counter is necessary.   1. You write “the meter burned out”, but then you write “Does it happen that the meter just fails”. But it burned out for you, right? So it happens.
  2. How did you change to a new one, did you remove the seals from the old one? If they were shooting, then they probably recorded the last readings of the old meter, then why twist it?
  3. Why do you think you need an old meter when sealing?
